Yes, but only if the basement is a legal dwelling unit. That means proper ceiling height, an egress window in each sleeping room, separate smoke and CO detection, and a certificate of occupancy that reflects the additional unit. Most unpermitted basement rentals fail at the C of O step.
DC follows the IRC minimum of 7 feet for habitable space. Beams and ducts can drop to 6’4” in limited areas, but the main ceiling has to be 7 feet.
