Do I need RAD registration if I rent to family in DC?

Yes. DC requires RAD registration for any unit rented for compensation, even to a family member. There is no family exemption from the Rental Housing Act. You may qualify for a rent-control exemption, but you still file RAD Form 2 to claim it.

What if my family member pays only utilities?

If they pay only the actual cost of utilities and nothing toward rent or mortgage, most DC attorneys treat that as a license, not a tenancy. Get this in writing and keep utility bills as backup.

Does Airbnb-ing to family trigger RAD?

Short-term rentals are governed by a separate STR license, not the BBL. RAD does not apply to bookings of 30 days or fewer in an owner-occupied unit.
